World War Z is extremely hard to rate, mainly because of it's insane fucking production story. The film they set out to make was an action-adventure movie with (sic) "Balls-to-the-wall" thrills and nary a moment to catch breath. Needless to say, the first 2/3rds are paced terribly, no sense of build up, character and some of the worst dialogue and religious "references" you'll ever have the misfortune to come across.
And then something odd happens. The final act was reshot and rewritten by one Drew Goddard, of Cabin In The Woods fame. It's like he takes the script, hits Marc Foster and Paramount Executives around the head and yells "Dammit! We're making a fucking zombie movie here!" Whilst there's a literal cut to black and then fade in on this out of place, shoehorned in new finale, it gets away with it by being miles better than anything in the the film so far. It has tension, it has stakes and it even has character work. It is a great short film in the middle of a poorly made, tone-deaf CGI crapfest.
Yes, the final act is considerably smaller scale and lower budget than the rest of the movie, why do you ask?
Unfortunately, it reverts to it's bullshit for some of the wrap up scenes, reminding you of what a shit show it had been. But there's 25 great minutes awaiting you as a reward for suffering through the rest.
