Similar to the first movie in terms of atmosphere and tone. So the satire and cynism are still there.
Like its predecessor it is a shallow movie, besides the occasional satire and wit it never digs into meaningful themes, with one exception, although it does so in poor form: the Theseus ship paradox in the context of cybernetics.
It doesn't shy away of showing children's delinquent and criminal side, as consequences of the lack of proper parenting and role models.
There a few silly scenes which could have been easily fixed, related to lack of consideration of RoboCop's weight, but it's not a deal.
The biggest critique is really not presenting anything new. With the first movie benefits from novelty, this one suffers from repetition.

Cain: People want paradise. They will have it.

Casey Wong: On the international scene, the Amazon nuclear facility has blown its stack, irradiating the world's largest rain forest. Environmentalists call it a disaster.
Jess Perkins: But don't they always.

Cain: Jesus, had days like this. Hounded and attacked like a criminal. But like him, I don't blame you. They program you, and you do it.
RoboCop: I will kill you.
Cain: Well, you just tried. And I forgive you.

Hob: Why do people do crimes?
Mayor Kuzack: Why? Drugs. People do drugs.
Hob: Because they want drugs. The kind that cost too much. Nuke - gives high quality at a cheap price. If you get off our backs, we're gonna make it cheaper.
Angie: And safer.
Hob: We don't go shoving our shit down anybody's throat. And we don't advertise it like they do with cigarettes or booze.
Angie: So leave us alone - and anybody who wants it gets it.
Hob: So no more crimes. You get to be the mayor who cleaned up Detroit.
Mayor Kuzack: He's got a point. Don't you think he's got a point?
Poulos: Yeah, he's got a point.

Angie: [admiring a vial of Nuke] Made in America.
Cain: Yeah, we're gonna make that mean something again.

The Old Man: [talking about RoboCop 2] There's going to be a big call for this unit, and we'll make him right here in Detroit. That means jobs we can all be proud of, and make "Made in America" mean something again.

Donald Johnson: Uh, sir, what if this was all the work of one individual person. A woman who had her own agenda that wasn't in sync with the goals of our company?
The Old Man: Well... that usually works.
Donald Johnson: A woman who was not a team player, who violated our trust?
The Old Man: Well, we'd need some evidence to support that.
Holzgang: Sir, whether it exists or not, I know I can find it.

Lewis: That son of a bitch is getting away with it. We can't even touch him.
RoboCop: [while using a ratchet on his head] Patience, Lewis. We're only human.

More cheesy comedy than the original, which gets a few extra points with me. But overall no where as good as the original.

Watched on Epix in July 2021. More interesting than first movie, possibly due to Frank Miller writing the story.
